Create a special quiz for the student
You can create a special quiz for the student, with its own time limit. You can then password-protect that quiz so that only the targeted student has access. The problem with this approach is that it screws up your gradebook (each student has two quizzes, only one of which will have a grade associated with it). It is possible to fix this by setting up gradebook categories and formulas.

Set a different time for the student to take the quiz
You can set a different time for the target student to take the test with a user override. First, schedule the time for the class to take the exam (and publish that time in your syllabus). Once that time period is done, you can re-open the quiz and set the availability dates and times for your target student, change the time limit, and add a password that only that student knows. The drawback to this approach is that the student can theoretically access the quiz during the initial period, so you'll have to be very clear that he or she should wait until the time you specify. This is the solution that most instructors use.
